Midway through the penultimate over, Sarisbury - at 232-7 - were favourites to overhaul Hook's 238-9 - but lost their final three wickets off the last ten balls of the match.
Rupes Armstrong removed Archie Pascoe to make it 232-8, but then Sarisbury tailender Conor Clark hit a single followed by a boundary off the opening ball of Watts's final over.
Two balls later, Clark was caught and bowled by Watts (237-9). Sam Hill tied the scores (at 238-9) to leave Franklin to score one winning run off two balls. He missed it and was bowled.
