The Club Cricket Conference is receiving reports from across the country about grants, loans and support being quite sporadic in their implementation. They have been able to define clearly that there are three distinct sources of funds within the cricket family:
1. Government grants via local authorities under their Retail. Leisure and Entertainment scheme
2. Money available through the Sport England emergency fund
3. ECB funds through loans and “The Return to Cricket” scheme
Section 1.
From the positive results reported, we understand that any club which
- pays rates
- can be part of the Small Business Rate Rebate scheme,
- is a CASC or part of a charity
- is either incorporated or not
can receive the grant dependent on their rateable value (below £50,000), and that local councils are paying this grant out now. That’s a lot of clubs out there!
Several clubs fall into black holes such as being part of a larger sports club or not paying rates at all, wandering sides etc. The government grant appears not to be available in such circumstances. Should you know different please send details to the Hampshire Cricket Board.
Some councils are claiming that they will pay the grant but are having trouble with their staffing levels for implementation. We have evidence that despite it being difficult and time-consuming to contact the local council, your perseverance will pay off. We believe that councils have already received the funds for distribution and that pushing hard can succeed. Have the Rateable Value figure at your fingertips and all the details of your rate payment data to hand when you get through!
Section 2.
The criteria for funds from this initiative are available on the Sport England website. We have little other information available at our end.
Section 3.
There will be two avenues for direct club and league funding from the ECB, one loan scheme and one small grants scheme under the “Return to Cricket” banner. Both schemes are available to ECB affiliated clubs and leagues and details of the schemes and the qualifying criteria are available on the ECB website. The schemes will officially launch on Friday 17th April and County Boards will be notifying their member clubs directly.
